MINUTES OF THE PUBLIC MEETING OF NOVEMBER 8TH, 2005

Called to Order at 7:30 PM under M.G.L. Chapter 131, s.40 and the Hanson By-Law 1-13, s.5. by Philip Lindquist, Chairman, in Meeting Room A at the Town Hall.

Public Hearings

7:45 PM  Notice of Intent for the proposal of an addition, deck, driveway and associated site work within 100-feet of a Bordering Vegetated Wetland at 122 Old Pine Drive, Assessors Map 113, Lot 14-21 for Daniel A. Salvucci represented by Grady Consulting, LLC, 6 Grays Beach Road, Kingston, MA  (DEP #175-0480)  (New Hearing)

Dave Harris read the public hearing notice and the abutters were verified.  Rick Grady presented a proposal for an addition with a garage under.  The plan showed a 3’ x 3’ crushed stone trench at the end of the driveway as well as a silt fence at the limit of work as protective measures.  The wetland was delineated in April of 2003.  Ms. Delaney disagreed with a portion of the line per her inspection.  Mr. Grady agreed to make the change to the plan by connecting flags 5 to 9 and initialed and dated the plan.  Abutters had no comment.

8:15 PM Continued  Request to Amend an Order of Conditions to allow a modification to relocate garages at 255 Rear Liberty Street, Assessors Map 82, Lot 6-1 for Dennis Leary, Trustee for Hudson Park Associates, N.T., 2 Columbia Rd., Pembroke, MA  02359   (DEP #175-0433)

Mr. Leary presented a revised plan with a proposal to put a row of garages at the rear of the condominiums.  There would be an additional 5,400 square feet of buffer zone disturbance.  Ms. Delaney was concerned that the impervious surface had greatly increased yet there was no stormwater management policy for this project.  Mr. Lindquist wanted more detail with regard to elevations and grading near the parking circle and garages.  He also wanted calculations and the direction of the flow of stormwater and the location/size of the drainage ditch to be shown on the plan.    Mr. Leary agreed to revise the plan and continue the hearing.  Mr. Lindquist asked if any abutters were present.   Those present were:

Peter Guidaboni, 255 Liberty Street:    Mr. Guidaboni had concerns with stormwater flow into his property from the new driveway.  Mr. Lindquist wanted the elevations of Mr. Guidaboni’s lot.  Mr. Leary asked permission from Mr. Guidaboni to access his lot.  Permission was granted.

8:30 PM  Continued Notice of Intent for a revised proposal for the construction of eight (8) single-bedroom condominium units with parking and septic within 100 feet of a bordering vegetated wetland at 1139 Main St., Assessor’s Map 43, Lots 36A & B and 36.  A portion of the construction falls within the 100-foot inner riparian zone. Proposal includes clean up of existing construction debris and soils on Lot 36.   Applicant:   Demco Enterprises, Inc., 31 Perkins Street, Bridgewater, MA  02324 represented by Land Planning, Inc.. (DEP #175-0460)

Dave Harris read the public hearing notice and the abutters list was verified.  However, a plan for this project was not received within the required time for the Commission to review beforehand.  Subsequently, the hearing was continued to a later date.

Appointments

8:00 PM Informal Meeting with 22 Industrial Way representative regarding occupancy of the building.

A representative from Industrial Way did not attend.  Ms. Delaney explained that one of the conditions of the Order of Conditions required that new tenants come before the Commission so that the importance of the nearby sensitive and critical areas can be reiterated to them.  Ms. Delaney will inspect.

8:45 PM  Informal Meeting with Susan Mills of 265 Indian Head St. regarding a proposal for a garage  (see letter)

Ms. Mills had a brief discussion with the Commission regarding her proposal for garage for which a hearing has already been scheduled on a later date.  She handed out another letter that Ms. Delaney thought caused some confusion.  There are Riverfront and buffer zone issues.  The Commission and agent will review her Notice of Intent and accompanying plan before the hearing.
